You'd typically want to remove them, reboot (I like reboots - they fix many problems), redownload them from the appropriate Store page, and then let the launcher install them. Premium worlds (Lucky Palms, Midnight Hollow, Lunar Lakes, Dragon Valley, etc.) from the Store are handled through the launcher. These worlds don't really require any action on your part other than to install the EP to make them available, but reinstallation will usually fix that problem. If you have other EPs with worlds (Supernatural, Showtime, Late Night, Pets, Ambitions, and Island Paradise - I'm not counting World Adventures or Into the Future since you can't start in those worlds), then one of the first things to try would be to uninstall the appropriate EP, reboot, reinstall it, then check to see if it's available on the New Game menu. It should not be available as a starting world and really shouldn't be a playable neighborhood without some mods, but being able to travel there is a good sign. I suppose the next logical question would be: which worlds SHOULD be available? Sunset Valley and Riverview are base-game worlds, while Sims University is from University Life.
